So I didn't realize that there was already behaviour for this retry and this PR was making it better. Tbh the main reason to make it configurable is that because we are dealing with an issue that can be brittle and out of our control (i.e. coding against errors that AWS gives us) there is a small chance that we and/or AWS could get something wrong and so the configuration option is there as a crux against such cases.
