### Motivation Scalafmt jobs using `ubuntu-latest` have been waiting for a runner while the existing `ubuntu-22.04` validation jobs complete normally. ### Modification Pin the `Code is formatted` job to `ubuntu-22.04`, matching the other PR validation jobs. ### Result The formatter uses an explicit runner image. This PR's CI run will show whether the change reduces the observed queue delay. ### Tests - Workflow YAML syntax, `scalafmt --list --mode diff-ref=origin/main`, and `git diff --check` pass. - `sbt headerCreateAll +headerCheckAll` passes on JDK 17. - Runner scheduling and full validation are checked by CI. ### References Refs #3649 and #3651. -- This is an automated message from the Apache Git Service.
