Add indexNameMaxLength to DialectIndexOption and configure the existing PostgreSQL, openGauss, and Oracle index name limits in their dialect metadata. Update IndexMetaDataUtils to read the budget through DatabaseTypedSPILoader and fall back to unlimited length when no dialect metadata is available, preserving unknown database behavior.
