Review comment:
       > Should `metaDataContexts.getUsers()` be retrieved from 
newGlobalConfigs?
   
   because `user` had save into global authority rule ,so field 
`ShardingSphereUsers` in `StandardMetaDataContexts ` will be remove at the next 
step
