Review comment:
       It is supposed that one actual tableMetadata has a corresponding logic 
tableMetaData, isn't it?
   
   Suppose `ShardingSphereSchema` has all the `decorated` tableMetaData, the 
`OptimizeContextFactory` will own all the non-`decoreated` tableMetaData, right?
