## What this PR does Fixes #6782. - Calls `refresh()` on all discovery upstream subscribers before re-adding data during a WebSocket refresh event. - Prevents stale discovery upstream entries from remaining after a full refresh. - Adds a regression test verifying that all subscribers are refreshed before any data is re-subscribed. ## Verification - All 46 `shenyu-sync-data-websocket` tests passed. - Checkstyle passed. @Aias00, could you please help review this PR?
