## Summary Closes #6603 by adding a dedicated Apache RAT check for code changes in pull requests and pushes to `master`. The CI requirement job now fails when RAT does not pass, while the regular PR build can continue using its module-focused `test` lifecycle. The exclude-pattern typo was fixed separately by #7028; this change addresses the remaining CI coverage gap. ## Validation - `./mvnw -B -ntp apache-rat:check` — passed across the full Maven reactor. - Parsed `.github/workflows/ci.yml` successfully with PyYAML. - `git diff --check` — passed. -- This is an automated message from the Apache Git Service.
