Fixes #6021. The current health-check path already removes failed destinations and publishes the reconciled selector/discovery snapshot. Add a real loopback TCP regression: close one backend without an offline event while a sibling remains listening, execute the asynchronous check, then verify persisted offline status, the published discovery snapshot, selector handle and active cache all exclude the failed address. All 30 selected upstream-check tests complete with 29 passing and one existing skip on Microsoft OpenJDK 17.0.18. Checkstyle, affected-reactor Apache RAT and git diff --check pass.
