Thanks @rusackas — looks like we're solving the same problem, and your PR
#42193 covers it more completely and is better factored
(unifying the logic with the existing streaming path and also handling the
XLSX and multi-query zip branches).
I agree the DB lookup isn't necessary here — resolving the name from
form_data is sufficient for this case. Happy to close #39255
in favor of yours.
