As sadpandajoe flagged, the bundled nginx template only proxies
`${SUPERSET_APP_ROOT}/static`, not a root-level `/static`, so unprefixed static
requests still 404 under the documented Docker/nginx setup. Mind adding a
`/static` location there too? Happy to review if you can address that, or to
jump in with some commits if you want a hand.
