### SUMMARY Adds React Testing Library coverage for dashboard header and chart-header controls that had no regression protection: - The chart-level "Force refresh" menu item is disabled while its chart is loading and becomes enabled once the load finishes. - The dashboard header "Refresh dashboard" and auto-refresh interval items are disabled while charts are loading and re-enable when loading completes. - Header actions menu visibility across view and edit mode, and across edit/save permissions, including the version history entry. Test-only change; no production code is modified.
