Merged current master in `bd5bd8e2`, resolving the test-import conflict while preserving both sides. Production changes in this PR are unchanged. This also brings in #44639's fix for the mismatched CodeQL action versions. The 106 targeted tests and required pre-commit hooks pass. The import-resolution regression controls fail when either side is dropped and pass with both preserved. An independent Astra review of the complete candidate found no blocking issue. The broader dashboard API run had 231 passing tests and one stale-fixture failure; that test passes on the same tree after removing the stale fixture from a disposable database copy. The branch is mergeable again and the approval is retained. Fresh CI is running; the new head has not yet completed CI. -- This is an automated message from the Apache Git Service.
