Review Comment:

   <div id="suggestion">
   <div id="issue"><b>Bundle import now gated</b></div>
   <div id="fix">

   `ImportChartsCommand._import` (chart/importers/v1/__init__.py:144) and
`ImportDashboardsCommand._import` (dashboard/importers/v1/__init__.py:183) call
`import_annotation_layer(config, overwrite=...)` without
`ignore_permissions=True`. Users who can import charts/dashboards but lack
`can_write` on `Annotation` now have their whole bundle import rejected, where
it previously succeeded. Confirm this is intended or pass
`ignore_permissions=True` for dependency imports.

   Should Bito avoid suggestions like this for future reviews? (<a

   - [ ] Yes, avoid them
