I didn't get the required approval from the board to include this. Below is their response to my request. >My non-definitive answer is no: this data should not be checked into an ASF source repository. You said it yourself in the pull request: "the Survey Department itself does not allow redistribution". The ASF's licensing ethos rests on two major points: >- We don't distribute anything in source that any downstream user (even multiple levels of downstream) can't legally redistribute under Apache-2.0 - we don't ever want to surprise our downstream redistributors with something in source that doesn't fit there. >- We always respect the rights of others. In the rare cases where some copyright owner claims someone inappropriately gave an ASF project their code, we generally will simply remove that code from our project at the request (even if our project then needs to rewrite things, etc.). >Does that make sense?
