Thanks for chasing this down with legal-discuss, @1yuv, and for the thorough license research. Given their answer that the data can't be checked into the source repo, I don't think `nepal.geojson` can merge in `src/countries/` as it stands. The build-time npm package idea would also still need legal's sign-off, since the Survey Department's no-redistribution restriction applies to the convenience binaries too. Do you want to ask them about that, or close this out?
