Review Comment:
Took the reject option rather than redirecting to the normalized value:
normalizing would keep a gap between the value checked and the value used,
which is the defect itself, and it silently sends the browser somewhere other
than what was asked for-so a character a URL parser strips is now grounds for
rejection, and the backslash fold is used only to decide, never to rewrite.
