I think this one is already fixed. I tried both cases from the report on
current master:
dropping a component into an empty tab, and dropping one at the bottom of a
tab under a full-width row. Both work.
The fixes look like #37210 (droppable area for an empty tab) and #37904
(unreachable drop zones inside tabs). Both shipped in 6.1.0, so 6.0 doesn't
have them.
@BCTECHDEV @SkinnyPigeon could you retest on 6.1? If it works for you, this
can be closed.
