geometric data from Deck.gl readable in a format other than GeoJSON -> XYZ
vector tiles

Hi @herve-lg ! Just came across this idea and I think it'd be nice to have a
new `deck.gl` chart that supports vector tile. We're a team of five students
from UTSC and we'd like to work on this as our course project over the next
couple of weeks.

Our proposal is a new `deck.gl Vector Tiles` chart in `preset-chart-deckgl`
that renders MVT tiles from any XYZ tile server (Martin, pg_tileserv, Tegola,
GeoServer…) using deck.gl's `MVTLayer`. `@deck.gl/geo-layers` is already a
dependency, so this would be frontend-only with no new packages and no backend
or migration changes. Superset would store only the tile URL template and
styling and the browser fetches tiles directly from the tile server.

I was wondering if you could provide your opinion on if a standalone chart
would be the right choice or should it be integrated in an existing chart?
