   ### Bug description

In 6.1.0, several admin pages had a separate search box for each field. In
7.0.0rc2 each of these pages has only one search box, labeled "Type a value",
and it searches only the first field. The page doesn't say which field that is.

**What admins can no longer do**

   - **Users**: find a user by last name, username, or email. The box searches
first name only.
   - **User Registrations**: find a pending registration by first name, last
name, or email. The box searches username only.
   - **Groups**: find a group by label or description. The box searches name
only.
   - **Row Level Security**: find a rule by group key. The box searches name
only.
   - **Action Log**: search by slice ID, action, JSON, referrer, or duration.
The box searches dashboard ID only.

   **Steps to reproduce**

   1. Log in as an admin.
   2. Go to Settings → List Users.
   3. Type a real user's last name or email into the "Type a value" box.
   4. No results come back. Typing the same user's first name does find them.

Expected: Admins can search these pages by the same fields they could in
6.1.0.

Cause: PR #40169 ("compact filter pills with popover for CRUD views")
changed the filter bar to show only the first search field on each page. The
code comment calls this a known trade-off.
