Review Comment:
Dictionary scalars can compare unequal across chunks even when they decode
to the same prefix. This splits a genuine tie, so `(one,A),(one,NULL),(two,A)`
is rejected despite correct pagination; compare decoded Arrow scalar values.
```suggestion
# Compare dictionary values independently of per-chunk encodings.
order_values: list[tuple[pa.Scalar, ...]] = [
tuple(
value.value if isinstance(value, pa.DictionaryScalar) else value
for name in order_names
for value in [full.column(name)[index]]
)
for index in range(full.num_rows)
]
```

Review Comment:
Without pandas, `to_pylist()` raises for valid sub-microsecond
`timestamp[ns]` and `time64[ns]` values. The required NULL-placement lane
rejects a correctly ordered SDK-only provider; inspect Arrow scalar validity
instead of converting to Python.
```suggestion
values: list[object] = [
value if value.is_valid else None for value in
full.column(member.name)
]
```
