I discussed this PR with PM in airbnb, we think should just fix the save dashboard metadata issue in this PR. For 2 `save dashboard` calls, it needs a bigger code refactor, we should address it later when we have a chance. I updated my previous comment on how to fix timestamp issue, please take a look.
