Review Comment:
   Done. The cleanup now first scans idle candidates in a DB transaction, then 
deletes each pod outside that scan transaction as suggested. Each CU database 
update will now happen in its own per-unit transaction, and per-unit failures 
are caught and logged so that one failed cleanup does not affect the others.
