It is main's tip at the PR's **last synchronize**, so it is as stale as the head for any PR that has not been pushed to since #6941 landed on 2026-07-27. Measured on this repo — #6009 head 2026-07-11 / base 2026-07-10, #6436 head 2026-07-29 / base 2026-07-18, both `updated_at` today. Probing every open PR into `main`: **33 of 221 have a `base.sha` where `.github/scripts/release_branches.py` 404s**, so `:99` still exits 2 and the required check still goes red unclearably. It is not a prediction either — `backport-auto-label.yml:78` pins the same `base.sha` and has been failing this way in production for a month: run 31542186218 (2026-08-11) ends with `python3: can't open file '.../release_branches.py': [Errno 2]`, exit code 2.
