All of #6870's Phase 0 items are done and merged: the storage foundation, the flag, the `user_warehouse` schema, the REST endpoints and Lakekeeper client, the dashboard tab (#6933), the on-canvas picker (#7817), and the requirement that every execution name a warehouse (#7751). The switch has been off since the first commit so that none of it changed behaviour while it was being built. This tracks flipping `storage.warehouse.enabled` to `true`. Proposed and demonstrated in discussion #8633, with no objections raised. Once it is on: a **Warehouses** dashboard tab and an on-canvas picker appear, and every execution must name a warehouse — until a user has one, Run becomes "Create Warehouse". Results written before the flip stay readable, nothing is migrated, and turning the switch back off refuses reads of warehouse-stored results explicitly rather than silently.
