This change disables tests Ruby HTTP server powered by Thin on Ruby 4.1
(head). [Eventmachine](https://github.com/eventmachine/eventmachine), the
library that powers Thin, has not been updated for 8 years, and probably never
will. At this point we might as well consider Ruby HTTP server implementation
non-functional, and start looking for a replacement.
