Well, whether it's 10MB, 30MB or 600MB doesn't really matter, someone will 
eventually hit the limit. I see two possibilities:

1) Remove limits for backup imports altogether, keep some limit for 
attachments. This may or may not make sense, depending on how coupled imports 
and atatchments are.

2) Allow the changing of the limit with an empty wiki, for example through an 
entry in xwiki.cfg. Btw, is this already possible? I didn't think of this 
before. If so, a line with the default entry should be put into xwiki.cfg, so 
people will know about this.

About the database iexport/import this might work when not changing the type of 
dbms only. For instance, I moved from MySQL to MSSQL, and this caused lots of 
trouble with types, sequences and so on. For that use case, an export/import 
function would be nice.
