Hi Tobias,

For 1), yes they are completely linked since a XAR is uploaded as an attachment
For 2), yes you can change a configuration property. Actually the easiest way 
is to view the XWiki.XWikiPreferences objects and change the value there (we 
have now added this property by default and its new default value is 32MB).

For databases, yes we need to include the XAR import tool we have as part of 
our build which works by directly loading a file from the file system without 
loading it as an attachment. That would solve large databases imports.
