It is possible for skin documents to provide files as attachments, but it is
not possible to do that for parsed velocity templates, thus causing someone
that wants to override menuedit.vm, for example, either to add a new field to
the XWikiSkins class (which is sooo bad), or to edit the file on disk (which is
not always possible).
