Right now the watchlist cannot be disabled because it's part of the templates
and is a default feature, same as the Edit feature or rename feature, or...
What should really be done is to move the Watchlist feature out of the
templates and make it an application proper since it's not general enough to
warrant putting it in the core.
You should talk to Jean-Vincent about externalizing it since he's the one who
introduced it in the core (I remember I didn't like it at the time btw ;)).
