Here's my proposal:
* We move the "manage my watchlist" page to the watchlist application (XAR)
* We modify the menu template to check if the watchlist app is installed in the
wiki (for example by checking for the existence of the "manage my watchlist"
document). If so we display the watchlist menu, otherwise we don't display it.
