Granted, this is totally not my area of expertise.  But playing around with the 
current bits, I can't see how we can get the assets/ dir to function properly 
as viewable docs using a file:/// link from a web browser.  This means I'm more 
inclined to use something like pandoc to convert the markdown to html as part 
of the binary build process. Doing that, however, still puts us back in the 
same boat that was originally brought up. 

In order to move forward and unblock this issue, I'm going to supply a patch 
that splits the LICENSE/NOTICE claims in half at build time.
