OK, so the problem is the single quote getting munged by mvn site. So chances
are good just adding an escape for that will fix the issue. It's worth noting
that github and gitlab both display the output appropriately.

Then you should be adding an apt_sanitize routine and appropriate check in
processrelnote to add apt support rather than hacking on text_sanitize which
has pretty much nothing to do with apt.
bq. The fact it has no callers right now is why I recommended just inlining to
avoid a naming discussion.
But it does have a caller. And as soon as you add apt_sanitize as part of this
patch, it will be even clearer as to which routine is for what purpose.
