Commit message should have at the least a mention that we're adopting maven. A
summary of the major changes needed to do this (e.g. layout changes) would be
good. Expressly noting that the build artifacts should be the same would also
be helpful.
Especially important is to call out the addition of the maven plugin here,
since that's conflated in this patch that's about the build system.
