Nope, I totally agree. The directions are wrong there (I thought I updated
them, but apparently not). For now, I'll update to do install then site. Good

The website definitely has some catch-22 problems that from what I remember
when I tried it a few months ago, re-arranging caused other, new problems.
[It's important to remember that mvn site is *not* part of the maven lifecycle
and completely external to it.]
Additionally, I've had in my head to move the site to maven site using a
customized version of https://github.com/devacfr/reflow-maven-skin (which is a
fork of the original reflow skin). If we go that route, then we're splitting
the tree up in a massive way anyway. But, IMHO, that's a completely separate
discussion. I think for the short term, that doing the hacky install-then-site
until we get more experience using this layout.
