Sorry for my late review, +1 for 011.patch.
* Confirmed {{mvn --batch-mode clean install -Papache-release}} and {{mvn
--batch-mode site}} works
* Confirmed start-build-env.sh works (To be precise, {{mvn install}} without
{{-Papache-release}} and {{mvn site}} work fine, but {{mvn install
-Papache-release}} failed in my docker environment for some (gpg-related?)
reason. I can't figure out its reason yet, but I think it's not a blocker since
it perfectly works outside of Docker)
