In attempting to get a GHA running on the main tree using the action tree, it
has become evident that we need to add:
* tests-filter support
* ignore-unknown-options
The latter is especially important because if people override the plug-ins
list, the job fails. I think we should probably add a "don't report unknown
options" option as well since it is a useless warning on GHA in this particular
case.
