nunit must be on the path for test plugin to work

we can easily locate NUnit on windows, as it is typically installed to
%PROGRAMFILES%\NUnit _version_\bin\net-2.0
The test plugin should look at these (and use the best match for selected
version) instead of requiring it be on the PATH
(for mono, it will already be on the path)
