As you know the IDEA regulations were unofficially released late last week and are scheduled for official released release in the Federal Register on Monday, Aug. 14, 2006.
Concurrent to the regulations release the SPP/APR materials have also been revised and are available on the Federal Resource Center website:

Ruth Ryder hosted a teleconference Aug. 10 with all states to review these materials. I encourage you to review the Part B Instructions, Part B Measurement Table, related requirements, and SPP and APR templates.
I draw your attention particularly to Indicator 14 on the “part b meas table”. Shaded information indicates change. The changes include extending the time for post-school data collection (now April to September) and instructions for states to define postsecondary school and competitive employment.
NPSO worked with OSEP to suggest these changes based on feedback from states.
