Like Oregon, Wisconsin will continue to use our current survey questions and 
interview this year.
 
I have several questions I would appreciate any clarification you have or can 
get:

1.      
        If a youth meets all the criteria of "competitive employment" 
(community setting, above minimum wage, more than 90 days) except they are 
working 16 hours per week, is that "Other employment" or does it not qualify as 
employment at all?
2.      
        For "other postsecondary education or training", would programs such as 
"mission" , "Peace Corps", "Vista", or America Corps" "other postsecondary 
education or training"?  If so, how would "for at least one complete term" be 
defined for them?
3.      
        Under the definition of "enrolled in higher education", OSEP states the 
youth must be enrolled in a community college or college/university or other 
institution that meets the IHE definition, in (a) an educational program or (b) 
a training program.  Do you know what types of training programs are recognized 
under IHE?
4.      
        Under "some other employment", family business is listed, and as 
examples, "store", and "catering" are listed.  If the youth is working in these 
settings and meet all the other criteria of "competitively employed", could 
they be counted under "competitive employment" instead of "some other 
employment",   I know two youth with disabilities who have worked more than 90 
days, app. 40 hours per week, earning more than minimum wage, in a 
locally-owned business since leaving high school.  One youth's family owns the 
business.  Are they both counted under "competitive employment", or is one 
counted under "competitive employment" and one counted under "some other 
employment" because her family owns the business?  Is this question actually 
trying to get at the non-community-based work (previously work at or from home) 
rather than who owns the business?  If not, it will have implications for how 
we specifically word this question.

Greetings colleagues,

We are working with OSEP on an Indicator 14 FAQ re changes in the Measurement 
Table and hope to share it at the Secondary Transition Institute May 12-14, 
2009 in Charlotte, NC. We will, of course, share it with this list as well. 
Soon after we complete the FAQ, we will revise our Survey Protocols. 

As you know states are not required to report on Indicator 14 for FFY 2008 due 
February 1, 2010. Options for this year include: 


*       Collect and report Indicator 14 data this year consistent with the 
previous requirements 
*       Collect and report Indicator 14 data consistent with the new 
requirements 
*       Not collect or report the data this year, make needed changes, and 
start new data collection for the students leaving school during the 2008-09 
school year. 
        


Regardless of what your state chooses, we encourage you to be continue getting 
contact information on students leaving school this 2008-2009 school year and 
letting these students and families know they will be contacted. This will be 
the first cohort for whom you will collect the one year out data using the new 
Indicator measure. We encourage you to check, use, and adapt the Student and 
Parent Flyers we prepared in collaboration with PACER. These are on our website

States are asking what others plan to do this year. We would love to hear from
