[ns] ACCESS POINT

hi all,

 i wanna create an ACCESS POINT to negotiate some QoS parameters for MIPv4
... so how to create the access point ? and how to negotiate parameters  ?

P.S am using ns-2.29-allinone ... cygwin/windows XP service pack 2
