Maybe sqlanzeiger would probably work at your toast!!!!!

I think that the text encoding may have more to do with populating the fields 
than creating the device, but...

I've had good luck with Sqliteman - http://sqliteman.com/ - for managing sqlite 
databases on windows machines.
