I tested tar with:
tar cvzf prueba.tar.gz prueba_backup/ --exclude='prueba_backup/Público'

And using exclude.list from nssbackup:
tar cvzf prueba.tar.gz prueba_backup/ --exclude-file='/home/user/exclude.list'

and tar excludes the folder "Público" in both cases, without problems.

  I have in "exclude" this folder: /home/user/Música
  but NSSBackup includes the folder in the backup in the end.
  
  I can see the folder in the file "excludes.list"
  but it appers in the tar file, with all contents.
