The tool you are probably referring to is HFNETCHK.

It can be downloaded from http://www.microsoft.com/security

Some time ago there was a thread with a link to a Microsoft comand line tool
that would show if the machines/servers in a network had all the updated
patches microsoft recommended.

I can't seem to find it!!
