Have you tried taking ownership of a folder above it and have permissions reset on all child objects? Also, you could try using the cacls command line tool.

A developer created a new folder and when I try to open it I get "access denied". I cannot get into the security tab to change permissions/take ownership because the tab is not available. I have tried getting in with different accounts, all members of the local Administrators group, with no luck. The drive is NTFS. Now the developer cannot get into the very folder she created.
