So from a security perspective, a better replacement for Everyone would be
either of the two.  However, "Users" is somewhat more restrictive as it is a
smaller population.

What would be the better choice when we are told give access to Everyone.
We then notify the requestor that everyone includes our enemies.  At that
point, they say "well everyone that works here".

Users is a specific local group with specific members.  On a machine in a 
domain this group usually contains the global group Domain Users.

Authenticated Users is closer to Everyone, with the important distinction 
that Authenticated Users have been authenticated locally, by the machine's 
domain, or by a trusted domain of the machine's domain.
(Everyone, on the other hand, is anyone who can reach you on the wire.)
