So from a security perspective, a better replacement for Everyone would be either of the two. However, "Users" is somewhat more restrictive as it is a smaller population.
What would be the better choice when we are told give access to Everyone. We then notify the requestor that everyone includes our enemies. At that point, they say "well everyone that works here".
