We are having to give them power user access due to a few corporate applications needing it (PowerDocs and Geomedia)

I tried installing under my account which was a Domain Admin account which is by default part of the local Admins group but it still did not work. I then tried logging in as myself and the user as a Power User and it still did not work until I installed it as the local Admin + Power User.
