ya. you can only add. a full on admin has to delete existing computers. so changing the name of a pc wont be possible on the fly.

Just make a regular domain user account then you have to go into a specific area to grant this specific permission. Active Directory Users and Computers MMC snap-in, open the domain properties, Group Policy, edit Default Domain Policy, Computer Configuration, Windows Settings, Security Settings, Local Policies, User Rights Assignment, Add Workstations To The Domain, add the user or group.
