Only administrators can modify or delete computer accounts made by other users. Your domain user account can add new workstations to the domain, re-add existing workstations (if that account created it to begin with), and delete existing workstations that it created.

Just make a regular domain user account then you have to go into a specific area to grant this specific permission. Active Directory Users and Computers MMC snap-in, open the domain properties, Group Policy, edit Default Domain Policy, Computer Configuration, Windows Settings, Security Settings, Local Policies, User Rights Assignment, Add Workstations To The Domain, add the user or group.
