Do the printers have long names (longer than 8 characters)? We ran into this issue, where our printers had names longer than 8 characters, and they could not be seen by 9x clients when they connected to the print server in the manner you described. We came down to 2 choices - either make the printer names shorter, or have the 9x clients simply type in the path when adding the printer. This is what we did. Believe me, it will work. You just have to give them the full path when adding the printer instead of letting them browse for it.
