I am able to install the application locally. The only problem is that I
have a user, who happens to be a manager, that's also having this same
problem where he's now unable to re-install this already installed app onto
his system. He's also a member of the local admins group on his system, so
I'd have to check to see if he'll be able to install this crap logged in
locally. Even though this doesn't help me understand why this is happening.

Are you installing it on a computer that is inside a domain?
Can you install the app when you are logged in locally as administrator?
(choose the computername at logon instead of domain)
